I arrange my icons the way I like them and would like them to stay in place. But invariably the get out of place. What is causing this and can I lock them in place? I selected the Lock Items on Desktop but that didn't do it.

If you select "Auto Arrange" or "Align to Grid' then what happens?
you may try the following edit to fix , if the above options don't help:-
