desktop icons remain highlighted after program closed

I am using MS xp. When I close a program, the icon on the desktop for that
program remains highlighted until I mouse click somewhere else on the
desktop. This only presents a real problem if I forget to click elsewhere to
un-highlight the icon for my dial-up server when I log off. If it remains
highlighted, my phone won't ring, but my answering machine will answer the
call. What can I do to correct this problem?
