From a past post from MVP Doug Knox:

"Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\MS\Windows\CurrentVersion\Policies\Explorer

Look in the right pane for a value called NoDesktop.
If present, it should be set to 0 (zero). If not, double click the value and
set it to 0.
If it doesn't exist, right click in a blank area of the right pane, select
New, DWord value and name it NoDesktop. Leave it set at 0.

Additionally, many of your problems seem to stem from the use of 3rd party
themes software or desktop managers. I'd have to recommend that you
discontinue using these products, or read the information available on them
before installing them."

Comment - if it does not exist, there is no need to create it. Default
is to have no entries in that key, and no restrictions. After changing
from a 1 to 0, or deleting the line in the right pane, you will need at
least to refresh the desktop by hitting F5; and may need to log out and
in (I'm not sure) to bring the change into effect
