Desktop icons - can they be locked in place?

I find that some operations regarding desplay etc. end up automatically
rearranging the icons on my dessktop, and I then have to spend five or ten
minutes getting them back in the order I want them.
Is there any way to lock the icons in place so that they don't constantly
need to be re-ordered manually?
 
Right click Desktop | Arrange Icons By |

UNCheck: Auto Arrange

Check: Lock Web Items on Desktop
[[Specifies whether Web content windows or items that *you* have placed on
your desktop are locked in place and can’t be moved. Select the check box to
lock Web content in place. Clear the check box if you want to be able to
move Web content.]]

Items can be moved, but are moved back after reboot.
 
there is a free util (several incarnations in fact) called "Icon Layout"
that adds two right-click items to the My Computer icon: Save Layout and
Restore Layout. Once you manually get the layout just the way you want,
simply choose Save Layout. Later, if something messes it up you can
easily choose Restore Layout to put it all back. A lifesaver!

Note that it only works on a single desktop resolution; if you change res
and choose restore it won't put things where they were. A minor problem
for most users.
