Desktop Icons arrange by name

Why do some desktop icons not respond to the Arrange Icons
by Name Control, such as My Computer, Internet Explorer,
Recycle Bin, Adobe Reader. Renaming them does not change
their position. When you rearrange by name, the icons are
repositioned in alphabetical order in columns.
A nice feature would allow you to corral related icons and
keep them in place.
 
These are the system file shortcuts and cannot be
altered. They need to be accessible so Microsoft made
them harder to lose.
