How do I arrange desktop icons in alphabetical order?

When I right click on decktop and select arrange icons by name, some of my
shortcut icons are not in alphabetical order.

Arrange by Name sorts the icons in Documents and Settings\All Users\Desktop
first, then Documents and Settings\<your username\Desktop

If I copy the shortcuts from the "Documents and Settings\<your
username\Desktop" folder to the "Documents and Settings\All Users\Desktop"
folder, will this work?

Yes, or vice-versa. Note, if you move shortcuts to the All Users\Desktop,
they will be available to all users. The reverse applies if you remove
them.
