Desktop Icon - White Font in a coloured box

I had to reinstall everything on my DELL 9151.

The Icons I have on my Desktop (Word, Excel, PP, etc) are show as the colour
white in no box.

Before my reinstallation I had the Icon words white in a blue box.

I had the icons this way since I set-up my Dell 3 years ago and can't
remember how to change this. I went into Properties but can't figure it out.

When I highlight an Icon (Word)... the text appears white and the blue box
shows up when I click it.

I find it easier to read the Icon fonts in a box with colour.

If anyone can help I would greatly appreciate it.

Thank you.

.. Right click on the Desktop and select properties and on the Display window
click on Appearance Tab then click on Effects button.
On the Effects window you will see check boxes and drop down selectors to
select which you want to perform like this:
[ ] Use the following transition effect menus and tooltips:
[ Fade Effect â–¼ ]
[ ] Use the following method to smooth edges of screen fonts:
[ Standard â–¼]
[ ] Use large Icons
[ ] Show shadow under menus
[ ] Show window contents while dragging
[ ] Hide underlined letters for keyboard nav

Click on Settings and change the resolution to lower resolutions than the
one you have.
Click on Desktop Tan then Customize Desktop Icon and make sure under Web Tab
nothing checked.

...... Another Right click My Computer and select properties, on the system
properties click on Advanced tab.
There click on Performance Button and on performance Window under Visual
effects make sure this option checked:
(*) Let windows choose what's best for my computer.
Have a look in the check boxes and see options like:
[ ] Use drop shadows for icon labels on the desktop
[ ] Use visual styles on windows and buttons

..... Right click Desktop>> Point to Arrange icons by>>
Uncheck "Lock web items"

Another try this fix:
Line 4 - 1st colum: for Repair the Icon View:
