Desktop icon arranging won't unlock

All of a sudden I can't reposition my desktop icons. I
haven't made any changes to the system, but this DID start
aftera blue screen. In the right-click "Arrange Icons By"
menu I have "Align to grid" on, which it's always been. I
can't even drag an icon to the recycle bin. Any fixes or
ideas?
