desktop.html

Hi! I hope someone here can help me. Someone ... or some electronic thing
.... has busted into ... or something has done something ... to my desktop.

After loading windows and logging into my setup, windows covers up my
desktop with a full-screen version of the following file:

//C:\windows\desktop.html

And this file is a rather annoying "Warning, Your in Danger" screen warning
me that "Big Brother" is watching. At the bottom the warning there is a
link, "Removal Instructions" which when clicked goes out to a page;

http://213.159.117.130/?affid=NAT-10

This site seems like a legitimate site (not commenting on it's content) but
has somehow grabbed onto my windows screen and won't let go.

I can't figure out what program or whatever is calling for this file. I've
tried deleting desktop.html but that just gives me a desktop that flips
between grey and white depending on mouse movement. After 1 or 2 boots, the
screen goes back to the Warning Sign (desktop.html was recreated).

Webshots is running just fine behind desktop.html.

Does Windows XP need desktop.html and this website (above) has corrupted it?
Or perhaps, this site (http://213.159.117.130/?affid=NAT-10) malicious?

I don't know if it's related or not, but I just installed Macfee Security
and a pop-up killer from download.com. My system is slower and is acting a
little goofy.

Can anyone out there in the friendly tech world help me?

Thanks!!!

Linda.
