Desktop wallpaper problems

Hi, a website downloaded a dialer onto my computer along with a number of
other files. I have removed all of them, but the wallpaper was replaced with
a web page, which I have also removed.

Now that the computer has been restarted a number of times, the wallpaper is
not working properly. Normally, it is possible to right-click-properties on
the desktop to bring up the control panel. Now when I do this I get a
properties file, which says - C:\WINDOWS\desktop.html

I have set a picture as the desktop wallpaper using control panel-display
from the start menu. It does not show. Instead, the desktop wallpaper is
white, beige when the mouse is placed over it. However, when the computer is
shut down, the picture I set as the desktop wallpaper shows, as if it is
hidden.

I have looked at the C:\WINDOWS\desktop.html-view source file, and it says
that this is a page automatically generated by windows, so perhaps it has
been corrupted.

How can I find out how to fix this without doing a system recovery. System
restore does not work now either.

If I right-click-properties, it does not bring up any options. Instead, it
shows a properties file for the background, which has only one tab 'General',
the same as would be shown if you right-clicked on an internet
page-properties.

It says the wallpaper is file://C:\WINDOWS\desktop.html.



If I click on the start menu and then control-panel I can access the
wallpaper options, but changing these does not do anything.

It is as if this file://C:\WINDOWS\desktop.html file overrides the desktop
wallpaper.

I have attached a screen dump of right clicking on desktop..
cannot get to properties
