Desktop going bezerk

My desktop keeps breaking - the icons get rearranged for no apparent
reason. This happenes for one user only on the machine that has two
user accounts set up - the other user is OK.

(1) I run a complete virus scan - all clean.
(2) I rarely run anything other than IE and Outlook Express.
(3) I removed almost anything from startup - only WinZip, Adobe Reader
quick launch and MS Office remain because I cannot disable them as a
user.
(4) The only difference in both users is a category, the "OK" one is
restricted while the "broken" one is debugger user.

Any idea what is causing this "disapearing" desktop config and how to
fix it?

Check to see if the "Auto Acrrange Icons" feature is enabled on any of
the accounts.

Richt click on an empty spot in the desktop, a menu should pop up, the
first item should be "arrange icons by", click on that. There should be
a sub menu with various options including "auto arrange"
