How do I get rid of the panel with "folder tasks," "other places," and
"details" on (user created) desktop folders

Control Panel > System > Advanced tab > Performance - Settings button >
remove the checkmark from 'Use common tasks in folders'.

That'll get rid of it for all Explorer windows. However, you can also toggle
(i.e., switch back and forth) the pane by View > Toolbars > Folders or, as I
prefer, with the Folders button on the taskbar.
