Desktop flashing

I have windows xp home. My desktop is flashing about every five seconds and
also any program that I have on desktop like outlook express or internet
explorer will flash too. This has never happened before. I have AMD 2400+.

Any suggestions?

Check the monitor as well as AGP card.Does it happen in the safe mode also?

What do I check in regard to the monitor and AGP card? Not sure about safe
mode as I am not sure how to do that and do not what do mess anything up.
