Desktop Background

I have a digital image I want to use as a desktop
background. I do not want the image to fill the screen.
How do I make it smaller?
 
Get IRFANVIEW from TUCOWS. During the install watch for an
eBay exe program install. The two check boxes that say
"support IRFANVIEW,with Bay" (or something are both checked,
uncheck them if you don't want the eBay.exe program to
install.

IRFANVIEW does an excellent job.
You can also resize pictures with PAINT and the Power Toys
Image Resizer offers quick but limited options.

If your desktop is 1024x768, try 800x600 or even 680x480 for
the resized picture.

and then use the "center" command, if the picture is bigger
than your screen, it will still fill all the space.
