desktop background

I have the problem that my background picture is
displayed in front of the desktop icons and taskbar
therefor I can onlt run programs via windows task manager
I have reinstalled xp which rectifies the problem untill
I shut down, on the next reeboot I am back with the
background in front?

Open control panel, if necessary switch to catagory
view,select appearance and themes,select change the
computer theme, Open up theme and desktop tabs and make
sure the pictures match.

As far as losing themes. there might be software your re-
installing that is affecting your computer themes. I
would also running virus/spyware/maleware scans.
