desktop animations

does anyone have a program that let me display desktop animations? I
downloaded a steaming coffee cup animation but it wont open as a animation
on desktop. thank you

I can't remember the name but I use to have a Post-It type program which
would accept animated graphics and display them on the Desktop. I'm sure
someone will come up with the name.
