desktop and taskbar have disappeared

I have tried to restore to different points but the
desktop and taskbar only appear when the computer is
closing down. I am running the computer with the task
manager and do not know where to access desktop settings
through the c:\ directory system. I can run all programs
I can find that open in their own windows, cannot run
windows explorer.

Im having the same problem ... this jsut happend to me
right now .... someone please help me ut here ... theres
problem really annyoing

Windows explorer is located here C:\WINDOWS\explorer.exe

Within the Task Manager, end the process on explorer.exe. Leave the Task
Manager open, then go to File/New Task and type in:
explorer.exe

Note: To get to the Control Panel for Display properties, type in Control.

Restore the Desktop and Taskbar:

I have been encountering the same problem. Do you receive
a pop up that says Project 1 It's Time?
