Desktop Alerts

In OL2003 some of my users are able to set their Alerts
to 31 seconds. Others can only go to 30 seconds.
MS says it should be upto 30 seconds?

Whats up with that?

Got a screenshot of that? If they set it to 5 seconds and restart Outlook
are they still able to slide it to 31 seconds by using the GUI (so not
setting it through the registry)
