Can Outlook 2K3 Message Notification require user interaction

I am trying to find a way for Outlook 2K3 to require the user to acknowledge
that new mail has arrived in the inbox. The Destop Alert will only stay
visible upto 30 seconds. Older versions of Outlook had the popup window that
asked if the user wanted to view new mail and my users have become accustomed
to this.

you can create a rule that pops up a window. Choose the action to display a
specific message in the New Item alert window.

I gave this a try as well. I will see which my users prefer. Thanks for all
the help.
