Hi Vik,
Outlook can only notify the new message arrives in the main inbox. I am not
quite clear about the "all folders" you mentioned. If you created a rule to
move new message to another folder, this message is arrives at inbox first
and then be moved. So it also triggers the notification.
Select Tools/Options/"E-mail Option"/"Advanced E-mail option", you can
configure the new message notification here. If you receive multiple
message in one session, sometimes there is only one notification prompted.
Also, we can create a client rule to prompt new message notification. To do
so:
1. Click Tools->Rules and Alerts.
2. Click "New Rule"-->"Start from a blank rule"-->"Check messages when they
arrive" and click Next.
3. If you don't want to configure conditions, please click Next.
4. Select action "display a specific message in the New Item Alert window",
and then click "a specific message". Type some words in the Notification
Message dialog box and click OK. Click Next.
5. If you don't want to configure exceptions, please click Next.
6. Click Finish. Now you will receive a notification message when a new
email arrives.

This article also applies to Outlook 2003
Hope the information helps.
