Try grabbing it at the bottom left end as close to the edge of the screen as
possible and pull down along the side. Not sure, but I hope that helps.

put your curser in the task bar. right click. if there is a check
mark next to "Lock the Taskbar," uncheck it. you should now be able to
drag it around at will
