Designing form - BCM unable to initialize

Hello,
I have checked the history and none of the previous solutions have worked.
BCM is not listed as disabled in the Outlook help. I just reformatted and
reinstalled so the profile, four days old, shouldn't be contaminated. Running
the command
enableBCM.exe generates a message that it is already working.

I am at my wits end so any and all thoughts will be appreciated.

Hello Sat,

I have learned yet another computer term, thank you.

With BCM loaded into Outlook automatically-tools>forms>design a form>look in
Personal Library, select Biz Contact and up it comes. The first page (tab) is
grayed out and has the unable msg. The tabs are "normal" and there are five
or six.

If I choose the forms>choose form I end up in the same place with the same
result.

I have tried every possible starting point. I could find but it always ends
the same. Before I reformatted and reinstalled the operating system I had the
same problem.

None of the suggestions in the archive worked. I will certainly appreciate
any thoughts you have to offer, other than forgetting about the whole damn
thing.
