Deny changing E-mail address on General Tab

What attribute do I use to deny access to alter the e-mail
address within a user account? (on the General Tab of a
user account). I want to delegate control to update
address information, but not the e-mail address on the
General Tab.

I understand this. What I was asking is: "What attirbute
within the "customization" controls the E-mail address?
