(DELL XP Reinstall Disk) Problems with F8 accepting the EULA

I have swapped out the Mobo, CPU & HDD. During the install from CD on a new
SATA HDD I am being stopped at the EULA screen. The other commands (Esc &
Page up/down) work fine however the F8 command will not activate the "I
agree" and press on with installation?

I have a new never used OEM XP version; however do not wantto open it if
this is a hardware or driver conflict??? I would rather use the Dell XP
software I already have...

Has anyone else seen this or know why this is happening? Thanks
 
Could it be because the DELL XP is an OEM version tied to the mobo you
replaced???

You cannot install a Dell version of Windows XP
on a non-Dell system. The Dell license is only valid for
the original Dell hardware.
