Does anyone know if and how you can delete a PowerPoint design template after
it's been applied and return to a clean slate with no background.

Generally you can apply the "blank" template to remove another template

Not exactly, but you can get there just the same. You can't delete a template,
but you can apply a different one.

Start a new blank presentation, immediately choose File, Save As and save it as
a Presentation Design (POT) file. Accept the folder that PPT suggests you save
it in, name it MyBlank or whatever you like.

Close the file, open your other presentation, choose Format, Apply Design and
pick your newly saved MyBlank.POT file.
