Deleting files

I am running windows XP. I have some files that don't want to delete. How
do I become a super user or system administrator so I can delete files and
folders.

.Try Removing it in Safe Mode or....

You have a file in the file that is working at
startup...that is why you cannot delete it. Run msconfig
and uncheck everything that is checked in startup except
for ...reboot and then try to delete file...next try
Services...reboot and then try to delete file. IF yes or
no return to Msconfig and select Normal Start up.......or
