Deleting an email account, but keeping the emails

Can I delete an email account so I can reset it up, and still retain all the
emails I have saved in there to date?
 
Yes, with Windows Mail you can (Windows Live Mail will delete all messages
in the Inbox for the account you remove).
But it's best to move your messages into folders you create under Local
Folders.
