Deleting a video file

Having a problem deleting a partially downloaded video file....when i try to
delete it, a window pops up and says the file is in use by another person or
program.....there is only one user assigned to the computer and i tried the
task manager to close down all the programs and tried deleting it
again...still get the smae message.....any thoughts or ideas........
 
Make sure the program that's downloading the file isn't set to run at
startup, reboot the computer and delete the file.

To correct this misbehavior in Windows XP, remove the
following registry key.

Goto Start>>Run>>Type "regedit" goto

[HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{87D62D94-71B3-4b9a-9489-5FE6850D
C73E}\InProcServer32] - Delete this key

This will prevent Explorer from loading shmedia.dll in
response to file property queries on these files.
