Deleted Files

I have a question concerning deleted files. Do they stay
on your machine in a file somewhere or do they just "go
away"? I was reading an article about computer security
in a law enforcement trade magazine and when I delete a
file, I want it to be GONE and not in some hidden file or
cache somewhere on my machine.

I have a web security and am looking into spyware as well.
With some of the things I have to do I don't want an
illegal "Hacker" getting in my machine (no pun on my last
name by the way, I truely am a Hacker by name only) Any
information you can send me would help.

an "Incinerator" utility you can install that permanently deletes
files.
