deleted file-no more secure sites

My computer was saying it had no memory. I found that in
WINNT,system 32, the file nmout.dll was 5 GB, a very
unusual size. A computer person told me to delete it. Now
although I can get onto web sites, I can't get to any
secure part of the sites. The message is always page
unavailable. Some messages it says are
res://C:\WINNT\System32
\shdoclc.dll/dnserror.htm#https://host1 etc or
something similar. Any suggestions?

I have not been able to find any information regarding this dll. If you are
running any anti-virus software, you may want to check with your anti-virus
manufacturer to see if they are aware of what this file may be. I am
concerned that your system has been compromised.

When I run a virus scan, it finds nothing wrong. When
I go to the Norton antivirus site, I don't know how to
find any answers in the database--I typed in the file name
in the search, but nothing came up. When I try to live-
update my virus protection, the message I get is--
"LiveUpdate could not retrieve the catalog file of
available Symantec product and component updates. Please
verify that you are able to connect to the Internet and
run LiveUpdate again.LiveUpdate session is complete."
What do you mean by compromised? How do I know when
to invest in the Symantec $30 phone call, the $70 phone
call, the computer store on the street...? Should I be
backing up my files (which ones, where?) and trying to
reinstall windows with the disks that came with my
computer? How should I proceed? I appreciate your help.
