delete everything...

i just got a used computer with all the Dell hardware,
files, etc. installed. I have all the backup disks and
drivers and would like to delete everything (I've heard
it called re-initialize) so that I can more or less start
from scratch with a completely blank slate onto which I
can then reinstall the back up programs.
How might I go about doing this without using system
restore?
