delete a file that is in use

I need to delete a file that windows informs me that
there is a sharing violation and that the file may be in
use. It is in the Default User profile on a W2K server
and prevents the "building" of a profile for a new logon.
All other user profiles have two files: security.config
and security.config.cch. This file is a
security.config.cch.13580.611454875. I feel pretty
confident that if I can blow this file out of that
folder, the machine will build new user profiles
properly. Anyone know of a way to get rid of it even
though it "may be in use", or know of a way to find out
who/what is using it? Thanks in advance. Ron
 
Start the machine in Safe Mode (press F8 during the boot
phase), then delete the file.
