Delegation and flags

Hi folks,

If I send someone an email with a flag...eg respond by 15/02/05 and they do
not carry out the flagged request is there a way of automatically notifying
me of the fact?

One reason I laugh at flagged messages sent to me with high importance.

OK so flags don't work. Currently my boss picks up sent emails and drops
them in tasks to keep track of who is doing what and if they have carried
out the tasks in a timely manner. Is this the best way of keeping track of
who has done what or can anyone think of an alternative?
