Delegation Address Book

I would like to delegate access to users in address lists other than the GAL
(users explicitly not included in the GAL), but the "Add Users" dialogue in
Tools>Options...>Delegates, only allows access to the GAL.

Anyone come across this issue before? Anyone have a solution?

That's not possible. Delegation requires that the other person be in the same Exchange organization.

The delegates are in the same Organisation, but not in the GAL. ie. the GAL
has been modified to not include Users with a specific flag set, and then a
separate address list configured (I have a lot of users).
