Delayed delivery does not work

I am trying to use the delayed delivery of an email message and is not
sending out. The message remains in the Outbox without ever being sent. I
looked through the help menu and did what it said, but still no luck. Any
help would greatly be appreciated

What version of Outlook do you have? What sort of mail account(s)? Is
Outlook running when the message is supposed to be sent (except for certain
very limited cases, Outlook must be running for this option to work).
