Delayed Characters When Typing on Internet

We are having a problem while on the internet via Internet
Explorer or AOL. Once on a web page and we begin to type
in a search box, etc. the characters we type are delayed
several seconds before appearing on the screen. Same goes
with scrolling. I have consulted AOL and increased my
system resources to 79%, cleared history and temp pages,
reloaded Internet Explorer, Repaired Internet Explorer,etc.
This problems happens with Internet Explorer as well as
through AOL. Typing and scrolling is not an issue with
instant messages, checking email, or anywhere else except
when I go to the web. Any suggestions?
