Defragment

How can I defragment my c drive with user privileges.
with out using run as or task sched, changed settings
Perform Volume Maintenance with gpedit.msc added everyone
group. no luck please help!

Click start--all programs--accessories---system tools--defrag. The program
should be there if it isn't.
