This is an excellent question, and one which we've had a Microsoft answer
for before: At the moment, definitions are complete file. They are very
aware that bandwidth is a precious resource, and the facility for
incremental updates is part of the product, and they do intend to issue such
updates. No information about timing of such a change is available,
however.
