Default User for Run As Other User option

When creating a shortcut to an executable and selecting to
Run As Other User, is there any way of changing the
default user that is suggested (administrator on the local
machine) to be a particular account on a given domain?

Use the Savecred switch for Runas. For more info type in runas /? from a
command prompt.
