Default screen saver settings

Obviously each user can set his/her own screen saver and power options
settings, but I would like to alter the default settings if possible.
Hopefully, I can prevent the monitor from shutting down when nobody is
logged in. Is this possible?

Thanks. That's useful. It's not quite what I want though. I am not trying
to disable screen savers or to stop users from altering their own settings.
But I would like to change the default time to 60m rather than 10m. I would
also like to disable the power saving feature that turns off the monitor.

Do you mean the Logon Screen Saver?

HKEY_USERS\.DEFAULT\Control Panel\Desktop
Value Name: ScreenSaveTimeOut
Value Data: Listed in seconds, i.e. 3600 would be 60 minutes.

I have no idea what the upper limit is.
I would also like to disable the power saving feature that turns
off the monitor.

When and for who?
