Default Profile Changes

I'm looking for a guide to changing settings having to do with the default
user. Specificially, I would like to know if there is a way to change the
desktop background for all users without having to do the whole change it
with a user, log into admin, copy profile to default user...Also a few other
settings like Removing the control panel from the start menu, and a few other
cosmetic changes.

If I do have to do this, what are the proper steps? Should I just copy the
"Documents and Settings\joeuser" to "Documents and Settings\Default User" or
is there a better way to copy profiles (such as System
Properties>Advanced>Profiles...)?

I would like to see some elaboration on this statement from that article:

"Caution You will cause permissions issues if you create the custom user
profile when you are logged on as the administrator."

What permissions issues? I've done it both as administrator and as an
admin equivalent and don't recall any permissions issues as a result.

If there are any I'd like to know what.

You know, that's a good question. I've never created a custom default
user. Maybe Torgeir or one of the other sysadmin gods will know.
