I think you did this but to be sure, Control Panel>Accessibility options>
Keyboard tab. Are all items unmarked ? If that fails, don't know if this
will help, but I found that the accessibility items can be turned off by
going to Control Panel>Accessibility options>General tab. At the top,
checkmark, "Turn off Accessibility Options after idle for, then select 5
minutes. Sorry about the wait. Latter is a temporary fix; someone else may
have other input.

Default settings for the accessibility control panel are for everything to
be off (unchecked), with the exception of the 2 items in the "Notification"
groupbox, in the "General" tab.

If you can get to the accessibility control panel, uncheck everything, then
hit "OK", it should be back to normal.

If you want to avoid accidentally turning on filterkeys in the future (e.g.
if you hold the right shift key down a lot):
- accessibility control panel
- go to the Keyboard tab
- hit the Settings button in the "FilterKeys" groupbox
- uncheck "Use shortcut" in the FilterKeys dialog
- hit OK in the FilterKeys dialog
- hit OK in the accessibility control panel.
