Default Encoding in Vista Windows Mail

I would like my default New Mail Message Encoding to be Western European
(Windows). However, it is showing as "New Message - Unicode (UTF-8)". I do
use a Stationery for composing. I know how to change the encoding in a
specific new message with Format\Encoding; what I don't know is how to make
Western European the default for all new messages. Would appreciate your
advice. Thanks.

Tools | Options | Read | Fonts
In the top window select Western European and then click Set as Default.

Thanks but -- that setting is already set to Western European as default and
I still get Unicode when composing a new message.
 
I don't know what you mean by "this suggestion" since you did not quote it.

Go to Tools, Options, Send, International Settings..
In the dropdown list there should be a selection for Western European (ISO).
