Decryption

Someone has encrypted some of my files. I have attempted
to decrypt them using the cipher command but to no avail.
Can someone help me so that I can gain access to these
files.

If you don't hold the "key" to decrypt the files, you're out of luck.

As long as the Recovery Agent was created in advance, it is to late to
designate a Recovery Agent.
