recovery agent not able to "recover"

After an OS crash, an encrypted backup of data is now needed to be
recovered.
I used the cipher /r command to create a recovery agent and then as admin
and recovery agent I attempted to decrypt this backup file. The command I
used is:
c:\cipher /d /a filename.bkf
I also attempted to decrypt this file from windows
explored/properties/general/advanced/
Why doesn't this decrypt this file? and what do I do now to recover it?

It is impossible to go back in time to create the recovery agent, or apply
it to policy before the file is encrypted. Are you telling me that it is
now impossible to recover this file?

You need to use the recovery agent created while you still had access
to the files.
If a Recovery agent could be created at a later time, EFS would be
worthless.
