Debugging a rule - doesn't redirect!

Any ideas as to the following?

I have a rule which, based on contents of the subject line, redirects
e-mails to an external account. The rule works fine redirecting to a
Hotmail account but will not redirect to a different valid external address.

- I _can_ send directly (using Compose, send) to the external address.
- My administrators have checked the Exchange logs but can't see any attempt
to redirect to the external address.
- I tried removing _ALL_ rules, adding my new rule but it still would not
work.

Any way I can debug the rule, turn on useful logs, figure out what the
<expletive deleted> is going wrong?

My Outlook 2003 doesn't even redirect or forward to any outside email
addresses. Have you found a way to make it work?

Talk to your mail admin. This is turned off by default.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

I'm also the Mail Admin but I could not find where the redirect feature is
configured on the Exchange 2003 Server. Any tips would be appreciated.
