Redirect with CC intact

Hi,
I am in an Exchange 2007 environment. A user has set up a redirect rule
to send his mail to an external account. However any CC addresses that were
on the original email are not included in the redirected email.
Any ideas on how to get the redirect to include those?

redirect won’t include them because then the cc persons would get a second
copy. if he needs all the addresses, forward as attachment.
