DC Replacement

I have a Domain Controller called dover_1 (I only have 2
DCs in my domain). It is my current file server, print
server, and DNS server. It's kind of old and needs to be
replaced. I have a new server to replace it, but I'm not
sure of the best way to do it. All of my users point to
Dover_1 for shared files, printers, etc by name. Since
it's a DC, I cannot change the name. What's the best way
to replace this server?

These are my ideas and if I've missed something, there's a
better way, or I'm all messed up, please let me know.

1) I need to setup DNS on my other DC as a secondary DNS
server.

2) I would build the new server as a member server.

3) Do a dcpromo on Dover_1 and demote it to a member
server. Once a member server, I'd rename it to something
else.

4) At this point, rename the new server to Dover_1 and
DCPROMO the new server and setup DNS on it.

5) Then comes the fun part. I move all the folders from
the old server to the new one and setup printers. Am I
correct is saying that if I move the folders, they retain
all their sharing and permissions?

What ever advice you can give, I'd appreciate it all.

Your plan sounds pretty good except that the files and folders that you move
from the old file server to the new will not retain their permissions but
will instead inherit from the parent folder they are copied into. You will
have to set up new shares and set folder permissions after they are moved.
Files only retain their permissions if they are moved on the same volume.
