Data back-up on ntfs partition before win reinstallation

I'm going to reinstall my windows xp pro.
All documents, application and system settings data
shall be backed up on the ntfs partition not
being formatted during the reinstallation process.
The system itself shall be installed on the same partition
it stays now. So I will invoke the disc formatting
during installation.
I have some question concerning the backup data
on a ntfs partition after win reinstallation is finished.
Do I need to set special user access privilages to the
backup directories ? Do I have access problems to
backup data if the old windows accounts do not more
exist on the new installation ? The backups will be created
from a restricted windows account before the reinstallation
starts. Maybe I do not set the old accounts on new windows.

At the moment there are two accounts defined. One
with administrative privilages (own defined, not windows default admin)
and one with restricted.
The first is used for adminstrative tasks only and the latter
for normal work.
On my machine there is a special ntfs partition for all
documents. Here shall be placed the backup as well.
The partition is configured the way, the restricted account
has an access to all folders.
Should I make the backup from the administrative or restricted account
I can access the backups after the system is new installed ?

By the way: all directories on that disc have the read-only attribute.
I am not able to reset this attribute. The restricted user is owner
of some folders and the own defined administrator of the remainings.
Why does it occur ?
I wanted to test my autorun.inf file but it is not working.
Maybe due to some mysterious disk/folders configuration.
The not removeable read-only attribute is indicating me such problem.

1. Create a new folder on your Desktop and name it.
2. Open XP's Files and Setting Transfer Wizard.
3. Select "Old Computer"
4. Select "Other" and Browse to the Desktop folder you created.
5. The Wizard will create a file in the folder. The file is named
"USMT2.UNC"
6. Record the "USMT2.UNC" file to a CD or another partition.
7. After you have reinstalled XP and your programs, open the
Files & Settings Transfer Wizard and select "New Computer".
8. Select "I don't need the Wizard Disk......"
9. Browse to your CD Drive and insert the CD containing the
"USMT2.UNC" file or browse to the partition storing the file.
10. Your Files and Settings will begin installing on the new drive.

Note:

The .DAT file within the USMT2.UNC folder should be named IMG00001.DAT
There should also be a file named "status". If you have these two files within
the USMT2.UNC folder, you should only browse to the "USMT2.UNC" folder
when using the wizard.

==> Make sure your IMG00001 file is properly named: IMG00001.DAT

You need to browse to the location of the "USMT2.UNC" folder. Do not browse
to or select the IMG00001.DAT file, only the USMT2.UNC folder itself.

For example, my location is: C:\Old Computer Files\Transfers\USMT2.UNC

Thank you for your hint.
But I think I don't need the windows own tools to
make these backups. I do know well what of data/
documents I have to store to retrieve those on new
system installation. Furthermore this solution does not
have any limitation as Files and Setting Transfer Wizard has,
is much more simplier and transparent.
With my question I wanted to know what criteria should fulfill
these backups (placed on nfts partition) I can access them
from new windows installation. Currently the advanced file access control
is activated.

You should not experience an issue accessing your backup data.

Even, if the creator/owner accounts do not more exist after the
reinstallation ?
