d:winxp (ntfs) partition unable to see c:win98 (fat32) partition

set up a dual boot win98/xp. both operating systems working fine, but winxp is unable to see (or virus scan) the c:win98 partition. any ideas on how to fix. many thanx.
 
how big is the partition? was it partitioned with a 3rd
parth utility?

partition is 2gb. it was formatted first with pc dos 6.3. win98 drive converter was used to format to fat32.
